As the petitioners challenging the constitutional validity of the 103rd constitutional amendment entitling economically weaker sections (EWS) to reservation contended that economic status cannot be the basis for granting preferential treatment, the Supreme Court on Thursday said the Constitution is not a static but a living document and raised questions on why quota could not be given to the poor.
